But by the mid-1970s the factory was the focus of numerous complaints about pollution and was dubbed ithe dirtiest factory in Europei. In the late 1980s owners were refused permission for a new plant and, blaming a lack of investment in the £ 100m project by the UK Government, the factory was closed in 1991. A report by the former National Public Health Service, published in 2003, said: iThe [briquette-making] process generated large amounts of gas, tar, ammonia and other polycyclic hydrocarbons.i
